The main impact is that a lot of people who couldn&#039;t afford to go to uni in the past did go.  So it does provide more opportunity to people who don&#039;t have much money.

But it also boosted the universities tremendously.  They upped their intakes and budgets without actually improving their productivity.  In my faculty of Engineering for example, the lecturers were quite frank.  They said that only 12% of the 400 students were going to graduate. Someone asked what if everyone studied hard and got good marks.  The lecturers replied that they would simply raise the pass mark.

Meanwhile they would continue taking the fees of the 352 students they intended to fail. 

At one time I also had the interesting job of training new computer science graduates in our company.  They really weren&#039;t prepared well.

These are a couple of the reasons I think the good effects were diluted by unprofessional conduct at universities.

Anyway, we have gone back to student loans now and free tertiary education is a thing of the past.</description>
